Vehicle Registration and Parking

I. Policy

Vehicle registration and parking restrictions are designed to identify vehicle ownership and to provide for orderly placement of vehicles. Butler University (herein referred to as "University") reserves the right to restrict where vehicles park.

 

II. Procedure

A. Vehicle Registration

Any registered student, faculty member, staff member, or member of an affiliated group with office space on campus, parking a motorized vehicle on campus or authorized city street must register the vehicle with the Department of Public Safety office of Parking Services.. Registration and parking regulations are based on a legal commitment with the City of Indianapolis and the Butler Tarkington Neighborhood Association. Additional authority to regulate parking on campus is in compliance with Indiana Code 21-17-5-7. The university provides parking in designated locations on campus.

University owned or leased vehicles for shared department/division use are exempt from any fee to register a vehicle. At the discretion of the Chief of Police those vehicles may be required to display a decal. University employees who are issued a university vehicle, owned or leased, for their personal and business use are required to purchase a parking decal.

1. Fees - A fee is charged for each decal issued. A separate decal is required for each registered vehicle and decals are non-transferable and non-returnable. Replacement decals will be issued at a reduced cost. The old decal must be presented in order to receive the reduced cost. Decals expire on July 31 of each calendar year.

2. Payment - Faculty and staff members must pay for their decal upon receipt. Students will be billed for their decal though the Office of Student Accounts. Online registration is permitted for a limited time. Faculty and staff will have payment made through payroll deduction if utilizing the online registration. All outstanding parking fines must be paid before a vehicle can be registered.

3. Registration - Registration letters will be sent to each faculty/staff and student during the summer before the fall semester. A registration form must be filled out completely before it will be processed. If a registered vehicle is issued a different state license plate during the school year, the owner must notify the Vehicle Registration office of the new plate information so that the owner's vehicle file information can be updated. Open registration may also be conducted in the Office of Vehicle Registration or in the Police Communications office located in BUPD, 525 W. Hampton Drive.

4. Placement - The decal must be placed on the outside lower left corner of the rear window. Decals cannot be taped to the inside of the rear window. In the case of a convertible or a truck with a camper shell, the decal may be placed on lower left corner of the front windshield. No other locations are permitted.

5. Temporary passes - Temporary parking passes are required whenever a registered student, faculty member, staff member, or member of an affiliated group with office space on campus will be parking a vehicle on university property for a period of time less than one week. Passes may be obtained at the Vehicle Registration office during posted hours or from the BUPD dispatch office located at 525 W. Hampton Drive, seven days a week, 24 hours a day. Visitors must obtain a temporary parking pass if they are going to park in any area other than that designated for visitor parking. Temporary passes generally can only be issued for a period no longer than one week. However, passes may be issued for a longer period with justification and approval of the Chief of Police or his/her representative. No other division or college is permitted to issue a temporary parking pass without approval from the Chief of Police. Requests for temporary parking passes must be in writing and submitted to the Chief of Police. When feasible, all campus visitors should be directed to park in visitor parking located at Clowes Memorial Hall which would alleviate the need for a temporary parking pass.

6. Temporary passes for ADA parking, and Special Needs - Temporary passes may be issued for parking designated as "ADA parking." When feasible, a letter from a physician stating the justification for the temporary pass and the length of time needed is required. The Director of Public Safety can authorize additional and temporary requests for:

a. Faculty, Staff, or Students who are pregnant and may need special accommodations. 

b. Other special requests routed through an employee's supervisor.

B. Parking Regulations

Parking regulations are enforced 24 hours a day unless otherwise noted. All persons parking their vehicle on university controlled property and surrounding streets are required to adhere to all regulations.

1. Signage - parking areas are identified by signs and stall markers.

2. Parking Hours -    All areas are enforced 24 hours a day Monday through Friday, unless otherwise noted on the posted sign for the designated area.

3. Special Events - Parking restrictions are lifted during special events at Clowes Memorial Hall and Hinkle Fieldhouse that are open to the general public. The university reserves the right to restrict parking during other special events. Yellow curbs, ADA, reserved areas and designated tow away zones are enforced during special events. 

C. Designated Areas

Parking areas on campus have been designated in the following categories:

            Permit A: Faculty, Staff, Emeritus and Affiliate Parking

            Permit B: Student Resident Parking

            Permit C: Student Commuter Parking (non-resident)

            Permit G: Greek Resident Parking

            Permit HV: Housing Village Parking

            Permit CR: Butler-Tarkington Student Commuter Parking (BTNA Resident)

            Permit FIR: Faculty-in-Residence Parking

            Permit M: Motorcycle or Scooter Parking

 

1. Neighborhood Parking - Butler University, in agreement with the Butler Tarkington Neighborhood Association, has placed restrictions for parking on neighborhood streets. Student, faculty/staff and affiliate vehicles are required to park on university-controlled property as a result of  a legal commitment. The only exceptions are designated city-controlled streets with signs that read "Butler University permitted parking, by permit only."  Vehicles parking on these streets are required to be registered with the Department of Public Safety office of Parking Services.

2. Neighborhood Parking Permit - Persons required to register vehicles with the university who reside in property located on the south side of 44th Street shall also obtain a Resident Parking pass from the Metro Development Permits Department, 604 Sherman Drive. Phone: 327-8324.

3. Faculty-in-Residence - Faculty-in-Residence designated spaces are reserved for specific faculty who reside in the residence halls. These are designated tow away zones. This restriction is enforced 24 hours a day, seven days a week. A violation of this policy could result in a ticket being issued as well.

4. Facilities Management - Facilities Management designated spaces are reserved for facilities controlled vehicles and designated contractors and are designated tow away zones. This restriction is enforced 24 hours a day, seven days a week.

5. ADA - ADA designated spaces are reserved for persons with vehicles displaying the correct authorization to park there and are designated tow away zones. This restriction is enforced 24 hours a day, seven days a week. A violation of this policy could result in a ticket being issued as well.

6. Hinkle Fieldhouse - The parking area of Hinkle Fieldhouse, except where otherwise designated, is a commuter and overflow parking area. Registration requirements are enforced in this area.

7. Parking Meters - Metered parking areas are designated open parking and are designated tow away zones. This restriction is enforced 24 hours a day, seven days a week. The registration requirement is enforced in these spaces.

8. Assigned Parking Locations - There are a small number of spaces reserved for a specific user. These areas are designated by specific signs and are enforced 7 a.m.-7 p.m., Monday through Saturday unless otherwise noted on the sign. These spaces are designated a tow-away zone for vehicles found in violation.

D. Vehicle Registration Costs and Parking Fines

Fines are levied for violation of parking regulations. The amount of the fine is subject to change without notice. The fine listed on a ticket takes precedence to any published fine. The University Parking Committee designated by the Public Safety Director/Chief of Police will determine if changes are warranted by conducting an annual review of vehicle registration costs and parking fines. The University Parking Committee will forward their recommendations to the University Senior Administrative Group for approval if changes are warranted.

1. Second Decal - A second vehicle decal can be purchased for use for faculty and staff who own two vehicles. The second decal is not to be issued to a family member, friend, or spouse attending Butler University. Violations of this provision will result in the faculty/staff member having their parking privileges revoked and reported to Human Resources.

* Short-term temporary parking permits will only be issued once per semester to registered faculty, staff, student or affiliate.

** Long-term temporary parking permits will only be issued once per semester to registered faculty, staff, student or affiliate. University divisions can request, with approval of the Chief of Police, a longer period.

***Dedicated Faculty/Staff parking spots are limited. Applications for these parking spots will be accepted annually, initial awarding of spot will be based on a lottery system, and each year (June 1 to July 31) the recipient will have an opportunity to choose annual renewal of their location.

E. Ticket Appeals

There is a two-step appeal process, if a ticket is deemed to be in error. Tickets may first be appealed to the Office of Parking Services ombudsman. If the first appeal is not granted, a second appeal may be submitted to the Chief of Police for review.

  1. 1.      Appeal Forms - Appeal forms can be obtained at the University Police Department office during posted business hours, or from the BUPD Dispatch office, located at 525 W. Hampton Dr. (Appeals may also be submitted via the internet at http://www.butler.edu/bupd/.)

The form must be filled out completely. Appeals that are missing information will be denied. A lost ticket, forgetfulness, parking for only a short period, failure to display parking permit, or not seeing the signs are unacceptable grounds for appeal.

Please allow 10 working days for the processing of the appeal. It is the responsibility of the person making the appeal to contact that office for the results. Call the Vehicle Registration office at 940-9243 to check on the status of the appeal. Appeals will not be accepted if submitted later than 10 days after the issuance of the citation.

F. Non-registered Vehicles

Any vehicle not registered as required under this policy is subject to being ticketed and/or towed from campus property. If the vehicle is towed, it must be registered before it will be released. In some cases, the assistant chief of police may register the vehicle, with notice.

G. Vehicle Towing

A vehicle may be towed, without notice and at the owner's expense, for any of the following: being illegally parked in an "ADA" parking space; being parked in a "faculty-in-residence" parking space; being parked in a metered space with an expired meter; being parked in a "facilities management" designated space; being parked in a "police vehicle" designated space; being parked in a fire lane, next to a fire hydrant or blocking a dumpster. This section does not prohibit towing of a vehicle at the discretion of the university police department for additional violations not listed herein.

Vehicles towed by the University Police or Parking Services will be released after the following conditions have been met:

1. The operator registers the vehicle with the university Police Department

2. All parking fines are paid or are transferred to the operator's account maintained through the office of student accounts.

If the violator is not affiliated with the university, all fines must be paid prior to the release of the vehicle. The owner of a vehicle that has been towed will need to contact the University Police department for information on paying the fee and obtaining the release form.

H. Excessive Violations

Repeat violations on any vehicle may result in tow, impoundment, and/or loss of parking privileges on the Butler University campus. The Director of Public Safety/Chief of Police will have the authority to revoke parking privileges with notice to the violator.
