The Senior Project/Program Manager, Strategic Initiative is primarily responsible for the facilitation, planning, and coordination of key strategic initiatives for the campus and Information Technology. The person will work to develop vision, collaboration and agreement across the campus and within IT on key initiatives that are large in scale and across several divisions. He/she will oversee and monitor progress on a range of endeavors. Initially, this role will focus on processes and systems related to improving our management and use of constituent information to meet institution-wide goals "CRM," but this will likely evolve over time. Exceptional interpersonal skills, strong written, oral communication and negotiation skills are crucial to successful performance in this role. This individual may also serve one or more teams/projects by performing a secondary role (business analyst, project manager, system analyst, data architect) based on the individual's abilities.

• Develop vision, direction and general approach to key strategic initiatives as assigned by the CIO or Director of Partnership
• Foster an inclusive, holistic approach across campus on key initiatives
• Help build community engagement and agreement on the vision and execution of these initiatives
• Continually work with clients and IT to evolve and refine the strategy on these initiatives
• Work closely with the CIO, supervisor and other key IT members in integrating the initiative into the portfolio and team work plans
• Ensure effective communication is occurring regarding the initiative for all key constituents, Butler leadership, governance groups, and IT members regarding the initiative
• Be ultimately responsible for the strategic initiative, meeting predetermined business objectives and ROI
• Working in conjunction with other IT & constituent groups, ensure timely progress on initiatives as assigned
• Stay abreast and report on best practices in higher ed related to the assigned strategic initiatives
• Develop business case for initiatives and assist in the definition of project success metrics

• Ability to interact effectively with senior management, interns, clients, and peers in a fast-paced environment and under aggressive deadlines
• Ability to work through other departments, outside of their control, to achieve a set of university goals
• Excellent analytic, conflict negotiation and problem solving skills
• Demonstrated project management experience with a focus on communication and coordination. Experience working with multiple constituent groups, a wide-range of technology systems, and large projects preferred
• Ability to consult with internal stakeholders to determine needs, perform high-level business analysis, and package solutions with the program that meets those needs

The IT Security Officer works with information technology and business application, infrastructure and process owners, under the authority of the CIO, to oversee the information technology security program for Butler University.   He/she develops and monitors a cost-effective IT security program including policies, procedures, guidelines, awareness and training plan, overall security infrastructure,  systematic monitoring, and reporting to senior leadership.  Included in this scope is oversight of the disaster recovery & business continuity programs for the university.

This position provides a coordinated focus for the IT department and campus to help ensure that security & disaster recovery practices are in place and aligned with the institution's risk profile.   He/she will prepare the university-wide IT plans to ensure compliance with federal and state regulations.  He/she will serve as designated IT security manager for programs such as HIPAA & PCI as needed. 

This individual will address both complex technical areas while also focusing on the human and social aspects of security (i.e., given that many security breaches are human errors vs. technical issues).  Individual will also work to gain interest and influence campus constituents in IT and across campus that are outside the person's direct control.
He/she will work, as needed, with individuals such as the Chief of Public Safety, university controller, VP of Finance & Administration, IT governance groups such as the ASIC & IMC, university FERPA & HIPAA coordinators, and the board of trustees' audit committee.  He/she will be responsible to deal with range of sensitive issues with appropriate confidentiality.

• Cultivates, reviews, and interprets new sources of information on current and emerging laws, rules, regulations, and industry practice relating to information technology security, privacy & business continuity.
• Responsible for developing a cost-effective information technology security & recovery program for the University including policies, procedures, guidelines, awareness and training plan, overall security infrastructure , and monitoring.
• Works with technology infrastructure owners and under the authority of the CIO, implements the appropriate IT programs.
• Designs and monitors cost-effective programs for the overall security and integrity of the university's electronic information, information systems, and information networks.
• Develops, implements, and provides training policies, standards, guidelines, and security monitoring process in relation to general control, security programs, privacy, business continuity and development and operation of the university infrastructure.
• Develops and implements the university-wide information technology security plan to ensure compliance with federal and state regulations.
• Develops and implements awareness program(s) for University employees.
• Provides guidance and direction for the physical and logical protection of information technology resources.
• Responsible for developing and reviewing the Incidence Response Plan and manages the Incident Response Lifecycle.
• Manages a security 'practice' that spans the IT department.
• Works as a liaison with state and federal authorities requiring information and reports on security incidents to include campus policies, FBI, or other law enforcement agencies.
• Establishes a reporting process to ensure that management is kept appraised of the effectiveness of the campus information technology security and recovery programs. 

• Bachelor's degree or equivalent experience; degree in Computer Science/Information Technology related field preferred.
• Ten years of general experience in IT
• Experience leading projects and doing proposals, preferably across domains
• Experience managing third party vendors
• Experience with network infrastructure (IPv4, IPv6, and TCP/IP)
• Experience in at least one of:  application development, operating systems, in-depth PC/Mac experience, or auditing. 
• Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
• CISSP professional certification; others such CISM or CRISC desirable.
